The report considers the outlook for heating and cooling decarbonisation based on the Öko-Institut’s assessment of the current EU policy framework. The event will include a presentation of our findings and a discussion on further action needed to decarbonise the sector by 2040.

Heating and cooling (H&C) makes up almost half of the EU’s final energy consumption and presents an energy security challenge due to the sector’s high dependency on imported fossil fuels. Reducing the share of fossil fuels in H&C will improve the EU’s geopolitical and energy security, ensure a healthier living environment and alleviate energy poverty.

While the Green Deal and the Fit for 55 packages undoubtedly mark significant progress towards climate neutrality, it is evident that their provisions fall short of full decarbonisation of the H&C sector.

The report by the Öko-Institut offers a tailored examination and analysis of the Green Deal legislative provisions for the H&C sector and an analysis of the remaining gaps towards full decarbonisation of the sector until 2040/2050.
