The autumn has been packed with political developments regarding the upcoming Emission Trading System for road transport and buildings (ETS2). A number of significant changes to the scheme have been suggested following calls from EU member states, including a reform of the ETS2 Market Stability Reserve as well as a one-year postponement.
What are the consequences of these changes to the effectiveness and fairness of carbon pricing for road transport and buildings? And what measures are actually needed to ensure a socially fair and environmentally effective ETS2?
