Bankwatch, with the consultancy Exergie, have developed a methodology for municipalities to use when making their heating and cooling plans, to assist them in paving the way for sustainable and just district heating and cooling. The methodology proposed is supplemented by a set of specific legislative and regulatory recommendations at the state level.
